Note I'm not associated with Intuit, I'm just another Quicken user providing a solution to a problem.
Note this procedure only works for non investment accounts, so in Quicken Mac you have to make sure you only export non investment accounts.
NOTICE: Quicken Windows 2012 and later has a new feature, it can import a QXF file directly from QEM, and as such you can export/import your data directly between these two, so you don't need ImportQEM for that. If on the other hand you want to import into another version of Quicken through a CSV to QIF, or if you just need a QIF file for some other reason ImportQEM can still be used.
UPDATE: The importing of a QXF got worse in Quicken Windows 2013, but with a little work you can fix up your categories, but with Quicken Windows 2014 and 2015 it is now totally useless!
UPDATE 2: One person reported success in using the QXF import with Quicken Windows 2015. So the bottom line is try it, and if it doesn't work then try the procedure below.
Quicken Windows 2016 A user has reported that the QXF import has been improved over 2012 thru 2015, including support for some investment account types in Quicken Mac 2005/2006, but in my testing I have not found that it imports any investment accounts. You probably should try it first. If that doesn't work you can try the procedure below.
Quicken Windows 2017 I don't see any change in the behavior from Quicken 2016.
Warning for Quicken Windows 2015/2016, make sure you turn off this option to allow proper import of QIF files.
Edit -> Preferences -> Downloaded transactions -> Automatically add to banking registers
ImportQEM is now free.

Make sure you create at least one cash account in Quicken Windows before importing. The transfers will not work right without it!
