Blank Quicken ID Login Window problem with Quicken 2014 to 2017
I'm not associated with Quicken; I'm just providing this information as a convenance to the Quicken community.
If you need any support for this, the Quicken forum can be found here: Quicken Forum
There is a discussion at the Quicken forum (URL below) about this problem. The general workaround is to copy the Quicken.ini file from an old working machine to the new machine, but it seems to be important that no matter if you copy the Quicken.ini file from the old machine, or use the hack below editing the Quicken.ini file, you should first install Quicken and the latest patch, and copy/change the Quicken.ini file before running Quicken.

Basically, to install Quicken 2014 to 2017 you need to login to the Quicken Id to register, and that is no longer working. If you have the right Quicken.ini file, it will already have the registration information in it and therefore not need to login. Note that at other times the login screen might still come up, but you should be able to bypass it and go on doing whatever were doing.
Below is a hack that one user found. I'm posting the procedure but can't really add anything to it, in fact it doesn't work for some people, and has never worked for me. I suspect one of the main reasons it might not work for a given person is that the Quicken Id used has somehow been changed that makes it invalid. For instance, for sure you can't create a new Quicken Id and use that. Since this is a hack on person found, there is little chance that asking about it on the Quicken forum will result in any new information.

NEW information about this hack.
The key is a network-off installation + using an old QDF to initialize the software with the network still off for the first time
Once a screen appears that says " Welcome, Quicken user! Please read the following important information about Quicken and some explanation about moving the service from Intuit ID to Quicken ID. " shut down the software and perform the rest of the instructions found below.
(Note from me, given that it is talking about the Intuit Id instead of the Quicken Id is possible that "using an old QDF" might mean using one that is old enough that it is before your Quicken data file was switched to the Quicken Id. This happened in a patch after Quicken was sold to Quicken Inc.)

1. Install Quicken 2014 through 2017.
2. Install but do not run Quicken.
3. Install latest patch for your version from here: Quicken Patches
4. With Windows File Explorer go to C:\ProgramData\Intuit\Quicken\Config (Note ProgramData is a hidden folder you have to set Windows File Explorer to show hidden items to see it)
5. Open Quicken.ini with a text editor.
6. Delete the following lines if they exist.
[Registration]
RegistrationCount=0
7. Then add (at the end of the file should be fine).
[Registration]
InstallationID=TH1S1SG00BLEDEEG00KF0RQU1CKENREG
RegisteredVersion=2600 (2600 is for Quicken 2017, 2500 Quicken 2016, and down such for each year version do not include what is in these paratheses, just the proper version number)
RegistrationCount=1
LaunchCount=1
8. Save the modified Quicken.ini file.
9. Put your data file e.g., *.QDF into a suitable directory.
10. It should be associated with Quicken so just double click on it. (You could open it from within Quicken but this way is easier.)
If you have already run Quicken after the install and the above doesn't work, you can try to get a clean uninstall and try again using this procedure:
QCleanUI
It has been reported that if you close the blank login screen three times, Quicken will let you in to see your data. So, you should try that too.
If all of this fails, you will need to pay for Quicken Subscription to recover your data.
After you pay for Quicken Subscription you have a few choices.

2. Install but do not run Quicken.
3. Install latest patch for your version from here: Quicken Patches

- Stay with Quicken Subscription.
- Export a QIF file and try to move to another application that will read in and cancel the subscription within 30 days.
- Export a QIF file and try this process to move it to Quicken 2013 which is the last version before the Quicken Id (actually Intuit Id) was introduced. You can get Quicken Windows US 2013 Deluxe for free from the second link and cancel the subscription within 30 days.

Here is some more information provided by "IT Tech" sent to me as a contact message.
I have successfully transferred old Quicken versions from old PC's to new ones for clients for years now without issues as long as I have access to the working installation on their old PC. I too have never had success with the manual .ini file editing myself. I have also never had success if I try to update Quicken to an R version that is later than what is running on the old PC. My process is to install the same year version of Quicken onto the new PC without opening it, then copy ALL of the Intuit folders from ProgramData, AppData\Local and AppData\Roaming from the Old PC to the New PC (one of the folders has 2 Intuit Folders) and then open their latest .QDF or .QDB file. One of the extra folders that I copy contains the latest patch that was applied to Quicken on the Old PC and Quicken on the New PC will find that Update and ask if you want to install it, I answer Yes and the New PC will update itself to the same R version that the Old PC is running. After that I can open the latest .QDF file or the .QDF file that was Restored from the latest .QDB Backup and I never see the Online Login screen, it just opens their file and everything works. I don't even have to disconnect the internet. I suppose that it should also work if downloading an R Version Update from your site as long as it is the same version as is running on the old PC. I never update to a newer R Version as every time that I have attempted to do so I end up getting stuck with the Online Login problem. I hope this info can help some others having issues.
