Patch Release Installs for Quicken Windows US
(See Links below)
I'm not associated with Quicken; I'm just providing this information as a convenance to the Quicken community.
If you need any support for this, the Quicken forum can be found here: Quicken Forum
But note that the hack for the Quicken.ini file should not be discussed there.
There is a discussion at the Quicken forum (URL below) about this problem. The general workaround is to copy the Quicken.ini file from an old working machine to the new machine.

Basically, to install Quicken 2014 to 2017 you need to login to the Quicken Id to register, and that is no longer working. If you have the right Quicken.ini file, it will already have the registration information in it and therefore not need to login. Note that at other times the login screen might still come up, but you should be able to bypass it and go on doing whatever were doing.
Below is a hack that one user found. I'm posting the procedure but can't really add anything to it. Also, I'm not sure how Quicken Inc would react to this information being posted, so I highly recommend that you don't discuss it on their sites.
1. Install Quicken 2014 through 2017.
2. Install but do not run Quicken.
3. Update with a patch if required.
4. Go C:\ProgramData\Intuit\Quicken\Config
5. Open Quicken.ini with a text editor.
6. Delete the following
[Registration]
RegistrationCount=0
7. Then add –
[Registration]
InstallationID=TH1S1SG00BLEDEEG00KF0RQU1CKENREG
RegisteredVersion=2600 (2600 is for Quicken 2017, 2500 Quicken 2016, and down such for each year version)
RegistrationCount=1
LaunchCount=1
8. Save the modified Quicken.ini file.
9. Put your data file e.g., *.QDF into a suitable directory.
10. It should be associated with Quicken so just double click on it. (You could open it from within Quicken but this way is easier.)
If you have already run Quicken after the install and the above doesn't work, you can try to get a clean uninstall and try again using this procedure:
QCleanUI
